Performance-Based Ratemaking for Energy Utilities - 2025

This 6-hour live, online course will explore various approaches to performance-based ratemaking (PBR). The traditional cost of service approach to energy utility ratemaking is changing as new performance-based solutions lead to improved utility performance and streamline the process of setting utility rates. Taught by Mark Newton Lowry, this course will explain the rationale for PBR and detail four established approaches used today: (1) Relaxation of the link between revenue and grid use (e.g. revenue decoupling); (2) Performance metrics and performance incentive mechanisms (“PIMs”); (3) Targeted incentives for underused practices; and (4) Multiyear rate plans.
