Scott Hempling's Fundamentals of Utility Law course covers key topics in utility law. Directed to both attorneys and non-attorneys, the course addresses topics such as How to distinguish "monopolies" from "monopolizers," how to distinguish anticompetitive conduct from unearned advantage, how to set rates without violating the U.S. Constitution, and the entire alphabet soup of ISOs, RTOs, IPPs, Transcos, CLECs, ILECs. Course registration includes a copy of Hempling's book, Regulating Public Utility Performance. This course is part of the NARUC Professional Development Legal Track.
