Ms. Hammel leads NARUC’s Professional Development which provides in-person, live online, and on-demand training courses to regulators, commission staff, consumer advocates, utility representatives, and other stakeholders to increase their knowledge of regulatory and technical issues and processes. She serves as administrator for NARUC’s Rate School and provides oversight to NARUC’s three annual meetings.
From 1999 to March 2025, Ms. Hammel served as Senior Director of NARUC’s International Programs, which engaged with energy regulators from more than 50 emerging economies and the 13 regional regulatory associations around the world. She had overall responsibility for the management of NARUC’s cooperative agreements with the U.S. Agency for International Development (USAID), the U.S. Department of State, and other U.S. and international donors. Erin had primary responsibility for the management of NARUC’s international activities and monitors overall program quality. Under her leadership, NARUC’s International Programs department received more than $108 million in U.S. Government funding, which is leveraged by the in-kind volunteer contributions from NARUC’s members and other technical experts.
On behalf of NARUC, Erin plays key roles in the sustainability of the International Confederation of Energy Regulators (ICER) and World Forum on Energy Regulation (WFER). Erin has led NARUC’s efforts to create more systematic projects to support more gender equity in the energy sector by focusing on skills development at the individual level and institutional change from participating international energy regulators. In August 2023, she was elected as Co Vice Chair of ICER’s Women in Energy initiative. Additionally, Erin provides support to the NARUC Subcommittee on Education & Research. Erin graduated from Occidental College with a bachelor's degree in Russian Studies.
