Energy Distribution

The distribution system is the interface between the bulk power system and most electricity customers. Public utility commissions regulate the investor-owned utilities that operate the distribution grid (whether in restructured or vertically-integrated states) in order to ensure safe, reliable, affordable, and non-discriminatory provision of services. They define the economic relationship between customers and the distribution system as well as the rules and requirements for physical interconnection. NARUC CPI provides our members with resources, training, webinars, and technical assistance on a variety of distribution-related topics, including distributed energy resource (DER) interconnection, integration, and compensation; integrated distribution planning; smart grid & grid modernization; microgrids; ratemaking (both cost-of-service and performance-based); and valuation of grid assets and services.

State utility commissions and state energy office officials are increasingly faced with novel technical issues and policy decisions related to the integration of distribution-connected energy resources. NARUC and the National Association of State Energy Offices (NASEO) are supporting state members in understanding the impact of their decision-making related to the connection, operation, and compensation of DERs. NARUC has partnered with the U.S. Department of Commerce’s National Institute of Standards and Technology (NIST) to educate utility regulators on the value of smart grid interoperability and technical standards that support it. As threats to reliable electricity continue to grow, customers, utilities, and governments are considering a range of resilience investments, including microgrids, to mitigate the impacts of outages on customers and communities. With support from the U.S. Department of Energy Office of Electricity, NARUC and the National Association of State Energy Officials (NASEO) established a Microgrids State Working Group to improve the ability of states to plan for and develop microgrid projects, regulations, and policies. Utility commissions use a variety of frameworks for assessing and selecting ratemaking approaches for electricity customers. NARUC CPI has facilitated several initiatives aimed at understanding the value of different resources and grid services, examining business and regulatory accounting options available to pay for new technologies, and supporting commissions who are developing performance-based regulation frameworks in their states.
