Technical Workshop on Market Monitoring

With support from the United States Agency for International Development (USAID), NARUC organized a workshop with the Mexican Energy Regulatory Commission (CRE) on market monitoring. The workshop focused on creation of a successful market monitor, which requires the close coordination between the monitoring entity, the ISO or other entity that collects data about the market, and policy markets. The workshop aimed to educate Mexican partners on the U.S. regulatory framework for market monitoring, including best practices and mistakes to avoid on a monitor’s design and implementation. Well-designed regulations will facilitate efficient market operations, diminish disputes and ensure competition in the Mexican electricity market under the newly restructured format.

Since Mexico is undertaking a massive energy reform in attempts to boost the economy, it is of the utmost importance that the electricity market be efficient, transparent and competitive all to encourage growth and private investment.
