Europe and Eurasia: Kosovo

Peer Review and Stakeholder Engagement on Tariff Proceedings

Date: November 2013
Location: Prishtina, Kosovo

With the support of the US Agency for International Development, NARUC organized an innovative two-part activity to facilitate improvements to the Energy Regulatory Office (ERO) of Kosovo’s tariff processes. In part one, NARUC experts and ERO staff reviewed the objectives and major components of the tariff process, analyzing the preceding annual rate reviews as well as the transition to the 5-year regulated tariff period. In part two, representatives from Kosovo Energy Corporation (KEK), Kosovo Electricity Distribution and Supply (KEDS) and Kosovar Electricity Transmission System and Market Operator (KOSTT) joined ERO staff and NARUC experts to discuss controversial and sensitive issues related to tariff processes, culminating in a successful agreement to continue stakeholder engagements with the regulators.
