Study Tour on Utility Privatization

With the support of the US Agency for International Development, NARUC implemented a study tour for the Energy Regulatory Office of Kosovo to learn about US experiences relevant to utility privatization, given that Kosovo’s main public electric utility was in the process of doing so at the time.

The Pennsylvania Commission shared information on energy supply and market structure in private energy sector, capacity markets, consumer-utility dispute resolution process and service quality standards. In New York, Kosovar regulators discussed regulatory audits and monitoring, internal and external relations and tariff design.
