With the support of the US Agency for International Development, regulators from the Georgia National Energy and Water Regulatory Commission and Vermont discussed integrated resource planning, x-factor determination, cost-of-service studies, methane recapture, network losses and administrative procedures during the exchange. In particular, conversations on x-factor determination helped Georgian regulators refine the commission’s price-cap regulation methodology, which was intended to enable utilities in the country to improve service quality.
