Exchange on Energy Market Restructuring

During this activity supported by the United States Agency for International Development, representatives from the New York State Public Service Commission (NYS PSC) exchanged relevant experience with officials from the Croatian Energy Regulatory Agency (HERA) on energy market restructuring, price regulation and rate design, cost of service studies, regulatory monitoring and oversight, service quality, deregulated and renewable energy tariffs, accounting practices and charts of accounts, and regulatory treatment of low-income customers.

In addition to the welcome support in the areas of tariff development and market restructuring, officials from the NYS PSC followed the exchange with more technical assistance in the form of regulatory materials sent to HERA in August 2008.
