With the support of the United States Agency for International Development, NARUC facilitated a long-running partnership between the State Energy and Water Regulatory Commission of Bulgaria (formerly the State Energy Regulatory Commission) and the New Jersey Board of Public Utilities (NJ BPU). The partnership included several exchanges between American and Bulgarian regulators and covered a host of topics, including multi-sector regulatory frameworks, customer outreach, and renewable energy.
Partners discussed the broad fundamentals and practices of energy regulation as well as challenges specific to their regulatory work, and U.S. regulators hosted Bulgarian officials during internships on various topics. Over the course of the partnership, the Bulgarian regulator implemented several changes within its consumer regulations to balance the interests of all stakeholders.
