With a goal of a more independent and economically sound energy regulation, NARUC worked directly with energy sector officials in Azerbaijan under the support of the United States Agency for International Development (USAID). Officials from Azerbaijan expressed an interest in creating an independent utility regulator responsible for tariff, technical, and consumer service regulation.
NARUC also supports Azerbaijan's development through the Black Sea Regulatory Initiative, which aims to increase harmonization and coordination of cross-border electricity trading frameworks in the region. NARUC has assisted regulators from Azerbaijan and other countries as they have worked toward improved regional coordination and regional electricity transmission planning.
