Europe and Eurasia: Albania

Exchange on Regulatory Frameworks

Dates: July 2004
Location: Indianapolis, USA

With support from the United States Agency for International Development, officials from the Indiana Utility Regulatory Commission shared pertinent expertise with officials at the Albanian Electricity Regulator Authority (ERE) on regulatory and legal frameworks, the relationships between regulatory entities and governmental bodies, the role of the regulator in consumer protection, tariff design and rate setting methodologies, and the regional energy market design.

Representatives noted that the intense information sharing during the activity proved fruitful in several areas and provided the groundwork for a future exchange on regional market design.
