Europe and Eurasia: Albania

Exchange on Ratemaking and Cost of Service

Dates: April 2006
Location: Indianapolis, USA and Harrisburg, USA

Through support from the United States Agency for International Development, officials from the Indiana Utility Regulatory Commission and the Pennsylvania Public Utilities Commission exchanged relevant experiences with officials at the Albanian Electricity Regulator Authority (ERE) on ratemaking and cost of service for electricity, wholesale and retail markets, demand side management, integrated resource planning, treatment of reactive power, energy efficiency, and environmental considerations.

Representatives remarked that the detail-specific information sharing during the activity proved fruitful in several areas and provided the groundwork for a future exchange on ratemaking and tariff formation.
