Partnership Exchange on Regulatory Functions and Institutional Development

Date: July 2006
Location: Bishkek, Kyrgyzstan

During this activity, sponsored by the United States Agency for International Development (USAID), NARUC experts met with their counterparts at the National Agency of the Kyrgyz Republic for Anti-Monopoly Policy and Development of Competition (NAAPDC). The visit included in-depth discussions on the procedural development of the regulator, statutory responsibilities, systematic decision-making process, concessions, auditing and monitoring, and service quality.

This activity was successful due to the intense information sharing and exchange of relevant experiences, especially on concession agreements and statutory and procedural issues. Both commissions remain committed to the program and the Kyrgyz agency periodically solicits much needed technical assistance through electronic requests for pertinent documents.
