With the support of the United States Agency for International Development, the Department of Fuel and Energy Regulation at the Ministry of Industry, Energy and Fuel Resources of Kyrgyzstan partnered with NARUC to grow its abilities across a broad range of regulatory matters. Over several years, Kyrgyz regulators engaged with NARUC expert volunteers from Washington state, starting with broad fundamentals of energy regulation and growing to include auditing, service quality, and rate design.
The partnership also included engagement with the National Agency of the Kyrgyz Republic for Anti-Monopoly Policy and Development of Competition (NAAPDC) for the USAID Partnership Summit and the World Forum on Energy Regulation in 2006.
In 2007, the Kyrgyz agency was honored for its commitment and outstanding performance by the Energy Regulators Regional Association, a body of energy regulators in Eastern Europe and Eurasia.
