Amid a transition from a vertically integrated monopoly to a competitive market, the Electricity and Cogeneration Regulatory Authority of Saudi Arabia (ECRA) partnered with NARUC to build its knowledge across a wide range of regulatory principles. The partnership was solely funded by ECRA.
ECRA officials engaged with NARUC expert volunteers in Ohio to gain experience in unbundling, tariff setting, and public relations. Ohio regulators also travelled to Riyadh, Saudi Arabia to discuss key performance indicators, infrastructure expansion and licensing. During a study tour in the U.S., ECRA regulators also gained perspectives on competitive market structures, smart grid deployment, water treatment, and other issues.
