Utah Commissioner David Clark Appointed to NARUC Board of Directors

WASHINGTON (May 28, 2019) — Commissioner David Clark, of the Public Service Commission of Utah, was appointed to the National Association of Regulatory Utility Commissioners Board of Directors by NARUC President and Iowa Utilities Board Member Nick Wagner.

Clark was appointed to the PSC by Governor Gary Herbert on January 1, 2013, and was reappointed on March 1, 2019. He serves on NARUC’s Committee on Electricity and is a member of the North American Electric Reliability Corporation, the Member Advisory Committee of the Western Electric Coordinating Council, the Steering Committee of the Northern Tier Transmission Group and the Western Interconnection Regional Advisory Body.

He served previously on the PSC as the Commission’s legal counsel since 2010.  During his 22-year legal career in California, he represented energy and telecommunications utilities in administrative hearings and practiced corporate law for a public utility holding company, serving as manager of its legal division. Commissioner Clark began his law practice as a member of the United States Navy Judge Advocate General’s Corps. He received his undergraduate and law degrees from Brigham Young University. He founded a financial services business in the banking sector and has been engaged in volunteer community service, including service on several boards.

The NARUC Board of Directors consists of the president, the first vice president, the second vice president, the treasurer, each past president who is an active member and 20 other active members representing state commissions. Clark’s’ term on the board expires October 31, 2022, but he may be reappointed by NARUC’s Executive Committee.



NARUC is a non-profit organization founded in 1889 whose members include the governmental agencies that are engaged in the regulation of utilities and carriers in the fifty States, the District of Columbia, Puerto Rico and the Virgin Islands. NARUC's member agencies regulate telecommunications, energy, and water utilities. NARUC represents the interests of State public utility commissions before the three branches of the Federal government.
