NARUC Statement on the Passing of House Energy & Commerce Chief of Staff Ray Baum
WASHINGTON—The National Association of Regulatory Utility Commissioners has issued the following statement regarding the passing of U.S. House of Representatives Committee on Energy & Commerce Chief of Staff Ray Baum:
“This is a sad day at NARUC. Many of us met Ray during his years of service at the Oregon Public Utility Commission as a member of our association. I truly do not know anyone that does not like and respect Ray.
“At a pivotal time in the evolution of telecommunications policy, Ray held key leadership positions at NARUC as both the Chair of the NARUC Committee on Telecommunications and as the State Chair of the Federal State Joint Board on Universal Service. His breadth of knowledge and people skills were crucial to the development of efficient and effective policy solutions by both that Committee and the Joint Board.
“Few can look back over their careers and be certain they made a real difference. Ray made a difference – both in better policy outcomes for the people of the United States (and Oregon) and with his friends. He will be missed. Our thoughts and prayers are with his wife and family during this difficult time.”
—NARUC President John Betkoski III of Connecticut
