Technical Advisor, Energy Regulation
Thom joined NARUC in January 2018. In his role as Technical Advisor, he lends his seasoned technical expertise to the International Programs on regulatory issues, including cyber and physical security, natural gas and electricity systems, wholesale and retail energy markets, reliability, resilience, emergency preparedness, and emergency response, among others.
Prior to joining NARUC, Thom worked on national energy policy issues at the U.S. Department of Energy, and previously served as a regulator for a number of years at the Public Utilities Commission of Ohio. He earned a bachelor’s degree in petroleum engineering from Marietta College and a Juris Doctor from Capital University Law School in Columbus, Ohio.
