Dr. Costantini is a technology professional with more than 30 years of experience in the electric utility sector. She has held executive-level positions, including Vice President and Chief Information Officer of the North American Electric Reliability Corporation (NERC). While at NERC, she helped write the first two versions of the critical infrastructure protection (CIP) standards and helped launch the Electricity Sector Information Sharing and Analysis Center (E-ISAC). While at the New Jersey Board of Public Utilities, she wrote cybersecurity regulations applicable to electric, water, and gas utilities operating in the state. She also coordinated New Jersey’s first state-level exercise to focus on response and recovery from a cybersecurity attack on critical infrastructure.
Her responsibilities at NARUC include building and sustaining effective partnerships with government and private sector stakeholders to foster cyber and physical security information sharing; identifying and mitigating cross-sector dependencies; and spurring innovative solutions to persistent security problems relating to critical infrastructure.
Dr. Costantini holds a Doctor of Science degree from New Jersey City University, an MBA from Rider University, and a BA in Economics from Seton Hall University. A Certified Information Systems Security Professional (CISSP) credential holder since 2008, Dr. Costantini is an ISC2-certified instructor, as well as an adjunct professor teaching in the Professional Security Studies department at New Jersey City University.
