Communications Specialist

Position Overview

NARUC International Programs seeks to empower the global community of regulators to drive meaningful change in their energy sectors. The Communications Specialist creates and manages messaging to showcase results and accomplishments in a variety of communications mediums. The Communications Specialist ensures successful development and executions of a Monitoring, Evaluation and Learning (ME&L) plan across all NARUC international projects, customized per client requirements. The Communications Specialist also develops, maintains and implements a strategic marketing plan for the department. The position will be based in NARUC’s office in Washington, DC. The term of employment is grant-funded and is conditioned upon continued client funding and satisfactory performance of duties.


Reporting Relationship

Reports to the Director of International Programs. 


Required Abilities and Key Attributes

The Communications Specialist will have experience using monitoring and evaluation systems with standard indicators. The Specialist must have strong marketing and communications experience and be able to convey results, stories and information in such a way as to be readily useful and understandable by those who may not have in-depth knowledge of energy regulation.

The position requires a willingness to collaborate, innovate and ability to think systematically; demonstrated ability to interact and communicate with wide range of stakeholders both verbally and in writing; proven experience in managing multiple and competing tasks while maintaining quality of deliverables within deadlines; and strong communication skills and ability to present and write high quality technical reports in English.


Duties and Responsibilities

The Communications Specialist’s priorities include preparing communications/messaging on results, programs, and activities; providing leadership and training on ME&L; and supporting member outreach and volunteer recruitment. It is the Communications Specialist’s responsibility to conceptualize and design innovative reporting/communication styles, support strong culture of ME&L across all projects, promote peak performance culture, and ensure compliance with programmatic reporting requirements. The Communications Specialist will provide support to the Senior Leadership Team, maintain and update the International Programs’ web pages and social media, and prepare blast emails. This position spearheads and contributes to improvements in the implementation of ME&L, data collection, indicator tracking and reporting, knowledge management, impact assessments and learning activities. The Communications Specialist will also serve as a mentor to junior program staff.


Education and Experience

A degree in relevant field and 5 years of professional experience is required, with a demonstrated range of experience in both ME&L and communications/messaging. Knowledge of the nonprofit or association environment is desirable. Knowledge and/or experience with USAID and/or USG regulations and procedures highly desirable. Graphic design experience is very useful.
