09/20: 2017 FRI Public Utility Symposium

Description:

The 2017 Symposium will examine the many issues associated with redesigning state and federal utility regulation to better serve the needs of customers and producers of the 21st century. It will ask the critical question of whether the present regulatory paradigm is adequate to meet current technological, customer, environmental, and market challenges. The Symposium will be built around three panels, with each examining the sufficiency of the current regulatory contract from a different perspective. 

In addition to the three panels listed below and a Commissioner Spotlight, this year's Symposium will also feature a CEO Panel.

Panel I: Managing the Federal/State Regulatory Interface
The first panel will explore the tension between federal and state regulation and will seek to identify areas where collaboration is most useful.

Panel II: Balancing Access with Affordability in Regulatory Design
The second panel will focus on rising customer expectations regarding utility service and how regulation must better balance the desire for access with the need for a return to invested capital. 

Panel III: Innovation & Redesign in the Regulatory Process
The third panel will discuss how regulatory processes might innovate and reinvent given the challenges of new technologies, renewables, and the extensive need for infrastructure recapitalization.

This course is specifically designed to capture the nuances of the electric industry. The course includes the following topics: 

  • Industry Technology
  • Industry Structure and Regulation
  • Revenue Requirements
  • Total and Class-Specific Load Characteristics
  • Class Cost-of-Service
  • Energy Efficiency Mandates, Renewable Energy, Distributed Generation (DG), and Net Metering
  • Avoided Costs
  • Rate Design
  • Process and Procedures of a Rate Case

This course will give attendees practical analytical skills needed to understand the topics covered as well as an integrated framework showing how they fit together. Through a combination of lectures, discussions, and integrated problems, this course provides the analytical skills necessary to be more productive in the changing utility environment. 

Attendees with less than one year's experience in the regulatory arena and anyone wishing to obtain a basic understanding of the principles involved should attend this course. 

This course will also be offered at the same location May 21-25, 2018.
