The Treaty Establishing the Energy Community was signed October 25, 2005. It provides the basis for the establishment of competitive energy markets by an extension of the European Union internal market to the South East European region. The development of the competitive market will be accompanied by the development of a monitoring mechanism to detect anti-competitive market behavior, market design flaws and market power. The purpose of the market monitoring pilot project is to undertake data collection and analysis on a regular basis to develop performance indices and screens that identify anticompetitive market conduct, market flaws and market power.
