Competitive Procurement of Retail Electricity Supply: Recent Trends in State Policies and Utility Practices

FERC Commissioner Marc Spitzer, Commissioner Stan Wise of the Georgia Public Service Commission and Commissioner Jeff Hatch-Miller of the  Arizona Corporation Commission, the Co-Chairs of the NARUC/FERC Competitive Procurement Collaborative, have released a study of the range of issues associated with the competitive procurement of retail electricity supply.  The study identifies state and utility procurement practices throughout the country that can be deployed to meet the ongoing challenges of ensuring cost-effective electric generation.

This study lays a solid framework for enhancing the understanding and appreciation of the competitive procurement process across multiple industry and market structures.  The study recognizes that there is not one standard for procurement of retail electricity supply but a range of practices that can serve as models for state utility commissions to consider when designing or approving retail electric procurement programs. The study was produced for NARUC by The Analysis Group with support and funding provided by the U.S. Department of Energy’s Office of Electricity Delivery and Energy Reliability.
