The study, released earlier this week, was conducted with NARUC in an effort to develop a comprehensive national energy perspective.

RGGI States Plan September CO2 Auction |

States participating in the Regional Greenhouse Gas Initiative (RGGI), an agreement among the Governors of 10 Northeastern and Mid-Atlantic States to reduce greenhouse gases from power plants, announced last month that the first ever CO2 allowance auction in the nation for a mandatory emissions reduction program will take place on September 10, 2008.

Anyone familiar with Joseph T. Kelliher, Chairman of the Federal Energy Regulatory Commission, knows of his fondness for military history, especially the Civil War.But after a half-hour-long interview with the Chairman in his office on April 1, it is clear that he is not only a student of the Civil War, but of the American Revolution as well. He stated his enthusiasm for working with his State colleagues is born out of pragmatism.

'Energetic' Group Leads New Commissioner Training |

About a dozen new State commissioners flocked to the NARUC offices in Washington earlier this week for the Association's inaugural New Commissioner Training program.
The program, developed by the Association's Subcommittee on Education and Research, gave new commissioners a brief introduction into the utility industries and a foundation for communications and management for their work.

NARUC Implements Nicaragua-Texas Partnership |

In late February, NARUC implemented its first partnership activity between the Nicaraguan Energy Institute (INE) and the Public Utility Commission of Texas.
The week-long activity set the stage for a continued partnership designed as a vehicle for the exchange of experience and information between U.S. and Nicaraguan public energy commissions with the goal of improving market-based regulatory practices and institutions. In addition to the involvement of Commissioner Paul Hudson and senior staff from Texas, Angela Minkin, Administrative Law Judge with the California Public Utility Commission, provided perspectives on regulatory issues from the California experience.

Morgan: Our Voice is Being Heard |

Being a regulator in the District of Columbia is no easy task. Just ask D.C. Public Service Commissioner Rick Morgan. Although a native of Pittsburgh, Commissioner Morgan, who serves as the leader of NARUC's Task Force on Climate Policy, has grown attached to his adopted home. Commissioner Morgan took some time out of his busy day to speak with the Bulletin about his work leading the Task Force on Climate Policy and imparted some generous praise of NARUC for giving members from a relatively small jurisdiction like D.C. a big voice.
