FCC Special Access Discussions Welcomed by State Regulators

WASHINGTON—The National Association of Regulatory Utility Commissioners issued the following statement in support of an order circulated by Federal Communications Commission Chair Julius Genachowski dealing with special access data that would suspend petitions for pricing flexibility while the agency collects more data and drafts new regulations:

[Editor’s Note: NARUC Telecommunications Chairman John Burke also led NARUC’s below-referenced Task Force on Special Access, which issued a report on competitive issues in the special access market.]

“After NARUC’s task force generated a report over three years ago, we passed in July 2009 a resolution that urged the Federal Communications Commission to, among other things, ‘consider improving its current methods for determining where competition is effective’ in the special access market. I chaired NARUC’s Task Force on Special Access and I’m pleased to see that the Chairman is trying to provide a path forward to a more statistically valid way of estimating competition in special access markets. “
