Promoting Renewable Energy Development: An Introductory Workshop for Latin American and Caribbean Regulators

On August 24-25, 2010 in San Jose, Costa Rica, NARUC implemented the introductory Latin American and Caribbean Regional Clean Energy Workshop under USAID/ NARUC’s Regulating Clean Energy: An International Partnership Program. This workshop was organized by NARUC and co-hosted by Autoridad Reguladora de los Servicios Públicos de Costa Rica (ARESEP) and Asociación Coordinadora de Entidades Reguladoras de Energía Eléctrica de América Central (ACERCA), with funding provided by the United States Agency for International Development. Over 26 regulators from eight different regional countries participated in this training.

This workshop was designed to introduce regulators from the LAC region to basic regulatory tools to promote renewable energy and national/international carbon reduction/clean energy policy frameworks that may affect the role of the regulator. Participants shared their country's experiences in renewable energy and the regulatory framework that affects investment and integration of renewables in each perspective country, simultaneous interpretation (English-Spanish) was provided to facilitate this exchange.

Overall, this activity successfully introduced the Renewable Energy Handbook to a wide audience of regulators from the Latin America and Caribbean regions. With regulators from a wide geographical spread within the region representing various levels of national renewable energy deployment, this workshop provided as a unique forum for regional information and idea exchange. As a result of this workshop, NARUC gathered information to help plan for tailored regional and country-specific clean energy activities< that participants identified would help enhance commissions’ ability to regulate renewable energy. Participants also indicated various ways they would share and institutionalize the information gained at the workshop in their respective commissions including verbal and written reports to colleagues and superiors.
